(OFF STREET PARKING PLACES) ORDER 2017 - NOTICE OF PROPOSALS
Notice is hereby given that the Wyre Forest District Council (“the Council”) in exercise of its powers under Section 32 of the Road Traffic Regulation Act 1984 and of all other enabling powers proposes to make the above Order. The Order shall be effective from 2nd October 2017.
The effect of the Order shall be:
1.To revoke the Wyre Forest District Council (Off Street Parking Places) Order 2016 (no.2) and re-enact those provisions without any change of substance other than as set out in this notice;
2.To reclassify car parks to short stay and long stay as set out below;
3.To harmonise the car parks permitted for use with restricted season tickets;
4.To allow up to an hours free parking at Bromsgrove Street, Kidderminster and to reduce the free parking on Sundays to up to one hour (from an hour and a half);
5.To increase the qualifying age for a senior citizen season ticket to 67;
6.To introduce a pay by phone payment option to all car parks; and
7.To implement the revised charges set out below. The following surface vehicle parks shall be classified as Short Stay: Market Street Kidderminster; Bridge Street Stourport-on-Severn and Load Street (upper) Bewdley.
All other Surface Vehicle Parks owned by the Council (except for the car parks connected to nature reserves and Horsefair Triangle) shall be classified as Long Stay. The following charges shall apply to short stay vehicle parks: up to 1 hour £1.30, up to 2 hours £1.90. The following charges will apply to long stay vehicle parks: up to 1 hour £1.30 (with the exception of Bromsgrove Street, Kidderminster, Vale Road, Stourport, Gardners Meadow, Bewdley and The Avenue, Blakedown where up to one hours free parking is available), up to 2 hours £1.90, up to 3 hours £2.70, 3 - 6 hours £4.40, 6 – 24 hours £6.60 and 24 to 48 hours £8.80. All Surface Vehicle Parks shall permit the following classes of vehicles: Passenger Vehicles and Motor Cycles with sidecar attached, none of which shall exceed any of the following (incl. Fixtures, fittings, attachments, trailers and loads): 5.0 metres in length, 2.0 metres in width; 2.0 metres in height and 3.5 tonnes laden weight. A copy of the Order, plans showing the land affected and a statement of the Council’s reasons for making the Order can be inspected between 09:00 and 16:30 Monday to Friday at Wyre Forest House, Kidderminster and the Worcestershire Hub, Town Hall, Kidderminster and on the Council’s website. If you wish to object to this Order, the objection together with the grounds for making it must be made in writing to the Solicitor of the Council, Wyre Forest District Council, Wyre Forest House, Finepoint Way, Kidderminster, DY11 7WF not later than 10th August 2017.
