CONSERVATIVE Tony Miller will represent the people of Lovett and North Claines ward on Wychavon District Council after winning a by-election.
Mr Miller received 837 votes to Liberal Democrat John Garbett's 342 at a by-election on Thursday, December 13.
Speaking after the victory, Mr Miller, of Morton Avenue, Fernhill Heath, thanked all those who turned out to vote.
He said: "I've got my first meeting coming up next week and I want to be available to people. If I'm needed for anything I'm available."
Amanda de Warr, the council's deputy returning officer, said the turnout was 28 per cent, a drop from the 40 per cent at the elections in May.
However, she added: "We have had a very good response from postal votes even though we didn't have a lot of people go to the polling stations.
"For a by-election that turn-out is not too bad."
The seat became available following the death of longstanding councillor Paul Coley.
