Dudley planners have approved an outline planning application to transform the Billinge Holdings site in Careless Green.
Speaking at Monday's development control committee meeting, councillor Dave Vickers said he remembered a time when the former chain works was a "thriving operation" but said it had been derelict for many years.
He said retaining some of the original features of the building would make for "an interesting development", adding "I'm quite happy to pass this."
Committee chairman councillor Qadar Zada agreed: "I don't see a problem with this, it's much better than having a site with no activity on."
The appearance, layout and scale of the development is still to be considered.
